A bomb that exploded in New York City Saturday night was an act of terrorism, officials said Sunday, but is unlikely the work of international groups.
"A bomb exploding in New York is obviously an act of terrorism," New York Gov. Andrew Cuomo (D) told reporters.
But, he said, no international organization has claimed responsibility and no suspects have been apprehended.
"Whoever placed these bombs - we will find them, and they will be brought to justice," he said.
"We will not allow these types of people and these types of threats to disrupt our life in New York. This is freedom. This is democracy, and we are not going to allow them to take that from us."
New York City Mayor Bill de Blasio called the bombing an "intentional act."
"We do not know the motivation," he said.
