Sen. Hiram Monserrate helped begin this by voting in favor of a senate leadership change. In most organizations that use Robert's Rules as a foundation, a member that votes in the affirmative may ask to have the vote reconsidered at the next meeting, and a new vote would be taken.
If Sen. Monserrate does this, as the Senate has not properly convened after the change, the "coalition" group would not have a majority of votes to make a switch.
